The Forest Carnival Event was released on the 18th September and ended the 24th September
It features 2 new items; Effulgent Chase (Artifact), Moonlight Embrace (Back)
I love the designs! All sooo cute!
Effulgent Chase - 1000 Spins - 10% Global ATK
Summary: Periodically increases ATK, DEF, and DMG RES until the battle ends, stacking multiple times
Upon reaching maximum stacks, it further boosts ATK SPD, Energy Regen SPD, Pal ATK SPD, and Max HP, while immediately restoring a large amount of HP
Its stacking speed increases based on bonus Movement SPD

PVP
For a tank it can definitley work but it doesn’t seem to beat other BIS items such as Bear Bump. Pairing it up with Bike seems to be the best way for it to work too
For DPS it could work in anti tank but I think it would still be much worse than other BIS options
I think as a new player who doesn’t have the BIS options as any class this can definitely be made to work, but I wouldn’t opt for it

PVE
It gives some useful DPS stats, but there is way better options like Fate. If you have nothing, it will work though

It would be a nice early game Artifact, but if you are not huge spender I would wait
Moonlight Embrace - 500 Spins - 10% Global HP
Summary: At the start of battle, increases Movement SPD, DMG RES, Healing Chance, and Healing Amount
These effects gradually decay as the battle continues
Once they fully expire, ATK SPD is increased until the battle ends

PVP
For Tanks the effects don’t last long enough to be very impactful for Tanks
For Plume if you ran a more sustainable Plume it could help but the battle needs to be shorter to have advantage for majority of the time
Only going to be an option in the shorter fights since after 20/30s you have very little bonus left

No use

I wouldn’t consider it as an option anywhere unless you had nothing better
Returning Items
Skeletal Bloom
This artfiact is great for finishing people under 30%
Such as in Parking Wars/Brawl fights. If you get a lucky early pull it could be useful to go for but certainly not a BIS item anywhere

This is a completely useless artifact
